Archbishop Timothy Costelloe SDB

Dear Friends,

I welcome you to the Personal Advocacy Service (PAS), a ministry and agency of the Catholic Archdiocese of Perth that reflects our deep commitment to the dignity, inclusion, and flourishing of every person, as taught by Christ.

Founded in 1989 by Sr. Eileen Casey RSM, PAS was inspired by the SPRED (Special Religious Development) program to support the spiritual growth of people with intellectual disabilities. Sr. Eileen’s vision responded to a pressing need in our community—a need for meaningful relationships, inclusion in parish life, and the creation of a space for people with disabilities to explore and deepen their faith.

As reflected in the words of St. Paul, “There are different kinds of gifts, but the same Spirit” (1 Corinthians 12:4). PAS celebrates the unique abilities and contributions of every individual, building communities where everyone is valued as a child of God.

In the early days,

people with disabilities faced barriers to full participation in Church life, often living in institutional settings that limited their connection to faith communities. While society focused on providing housing and employment, the Church, through PAS, embraced a greater mission—to nurture spiritual growth and holistic development through the power of community.

Today, the fruits of this mission can be seen in the vibrant network of more than 15 groups across Perth. These faith-based communities embody the Gospel’s call to love one another (John 13:34), offering spaces where people with diverse abilities are not only included but celebrated. Through trusting relationships, shared experiences, and the joy of friendship, PAS helps individuals engage fully in the life of the Church.

As Archbishop,

I am deeply grateful for the enduring legacy of Sr. Eileen Casey and the countless advocates, volunteers, and families who have shaped this ministry over the decades.

Their dedication reflects the Church’s call to walk alongside all members of God’s family, breaking down barriers and building bridges of hope and solidarity.

I warmly invite you to join us in this mission—whether through participation, support, or prayer. Together, we can continue to create communities where dignity, joy, and the love of Christ are not just ideals but shared, lived experiences.
